New Harlem River Drive Ramp To MTA Bridges and Tunnels’ RFK Bridge Opens Ahead Of Schedule
The newly constructed $9 million ramp from the Harlem River Drive southbound leading onto the Robert F. Kennedy Bridge was reopened to traffic on Monday, Dec. 19, 2011 thanks to a fast track contract delivery method used by MTA Bridges and Tunnels for the first time on a major infrastructure project. The work was completed ahead of schedule and executed with minimal impact to motorists.
MTA Bridges and Tunnels President Jim Ferrara said the accelerated design/build contract was so successful that it will be used in future Capital Budget projects, including a $60 million contract that will be awarded in spring to replace the RFK Bridge’s Manhattan to Queens ramp.
“We are pleased to announce the opening of this brand new ramp in time for the busy holiday season traffic,” said Bridges and Tunnels Chief Engineer Joe Keane. “This critical project was planned, designed and executed in just eight months, and it was done with little inconvenience to our customers thanks to a carefully orchestrated detour plan.”
The work, which was expected to be finished by the end of December, is part of the nearly $1 billion in capital improvements planned over the next 15 years for the sprawling Robert F. Kennedy Bridge, which connects Manhattan, the Bronx and Queens and carries an average 170,000 vehicles daily.

Construction Update: The NYC Department of Transportation has announced that effective November 1, 2011 the Wards Island Pedestrian Bridge will be closed to the public to allow for the remainder to contract work to be performed. CIVITAS and Community Board 11 seek a consultant to provide expertise in a community land-use rezoning initiative in East Harlem.
CIVITAS, Manhattan Community Board 11 and other stakeholders consider it a critical time to rezone an approximately 50-block section of their community. The study area is in East Harlem (EH) between Madison and Lexington Avenues, between East 115th and 132nd Streets. Through analysis of neighborhood conditions, stakeholders have developed these goals for a rezoning: contextual zoning; incentives for affordable housing and promoting economic opportunities with mixed-use zoning in key locations.
CIVITAS is a non-profit organization working for quality of life on the Upper East Side and in East Harlem. Since 1981 CIVITAS has worked to improve the urban environment, advocating for better land use, zoning and urban transportation, clean air and water, and public access to the waterfront.
Manhattan Community Board 11 (CB11) is the City of New York agency representing the neighborhood of East Harlem. CB11 covers the neighborhood that is east of Fifth Avenue between East 96th and 142nd Streets. Community Board 11 has an important role in initiating and reviewing planning, land use and zoning matters, the City budget, municipal service delivery and many other advocacy matters relating to the welfare of East Harlem.
