: IN THE MATTER
of the intent to seek Franchise and Concession Review Committee approval for the New York City Department of Parks and Recreation ("Parks"), the Randall’s Island Sports Foundation ("RISF") and Randall’s Island Fields Group, LLC ("Schools Group") to enter into a Sole Source Concession Agreement as follows: Randall’s Island is the site of a number of sports fields (which, with all related facilities, including, without limitation, parking, curb work and restrooms, are collectively known as the "Sports Fields"). The subject of the concession is Sports Fields in locations that were previously used for permitted sports fields (the "Concession Location"). The Concession Agreement grants a concession to RISF for the right to use Sports Fields within the Concession Location for the purposes set forth below.

The FCRC hereby authorizes RISF to grant a subconcession to the Schools Group to use Sports Fields within the Concession Location. The Schools Group will make an annual fee payment in the amount of $2,200,000, plus a COLA, if applicable, to RISF. In turn, RISF will make an annual fee payment of $1,800,000 to the City and use the balance of the funds for maintenance of the park at Randall’s/Ward’s Island. In exchange, the Schools Group will receive permitted use of 50% of the School Playing Slots (as defined in the Concession Agreement), all to be located within the Concession Location, during each School Year.
