Notice of Public Hearing and Opportunity to Comment on Proposed ECF East 96th Street Mixed-Use Development Project

The New York City Educational Construction Fund, along with developer, Avalon Bay Communities, proposes to replace the existing School of Cooperative Technical Education with a new facility and build an additional school building on the site to house two other East Harlem schools: the Heritage School and Park East High School. The site consists of an entire city block bounded by First and Second Avenues and 96th and 97th Streets.
The project would include a residential tower with 30% of the units reserved for permanently affordable housing, 10% of the units will be affordable to households earning up to 40% of Area Median Income. The project will include a small retail component at its base and will also reconstruct and revitalize the Marx Brothers Playground.
To facilitate the proposed development, the applicant requests a series of land use actions, including Zoning Map Amendment, Zoning Text Amendment, Special Permits from the City Planning Commission, Certifications from City Planning Commission, and Certification from the New York City Transit Authority.
In accordance with the Uniform Land Use Review Procedure (ULURP), the land use applications for the proposed development are subject to review by the community board, which has until March 27, 2017 to submit any comments and/or recommendations. Community Board 11 will vote on these land use applications during its Full Board Meeting on March 21, 2017.

Written comments must be received no later than 5:00 p.m. on March 14, 2017.
- Speaking at the Hearing. Anyone who wants to comment during the public hearing must sign up to speak. You can sign up before the hearing by calling the board office at 212-831-8929/30 by the close of business on Tuesday, February 21, 2017. You can speak for up to three minutes.
