NYC HPD releases East Harlem Requests for Proposals (RFP)

HPD invites developers to submit proposals to develop two high-quality, sustainable, and mixed-use affordable housing developments in the East Harlem neighborhood of Manhattan. The RFP is a product of the East Harlem Housing Plan, which is a part of the East Harlem Neighborhood Planning Study Implementation

Applicants may submit proposals to develop one or both of the two sites included in this RFP:

Multi-Service Center Site
This development site is located at 413 East 120th Street between First Avenue and Pleasant Avenue in Community District 11, which currently hosts the HRA Multi-Service Center.

NYPD Parking Site
This development site is located on Park Avenue between 118th and 119th Street in Community District 11, which the NYPD 25th Precinct currently uses for parking.

Interested parties that choose to download the RFP using the link below must provide their contact information. Only those who provide their contact information will receive updates or additional communications regarding the RFP. The RFP contains a detailed description of the development program, requirements, guidelines, eligibility requirements, selection process, and submission requirements.

Community Visioning Report
In order to gather input for the future development of affordable housing on these two sites, HPD and partners hosted two identical community workshops on May 6th and May 13th to gather input on what residents hope to see for future development on these two sites to inform a Request for Proposals (RFP). The results are summarized in the Community Visioning Report.

Pre-Submission Conference and Site Tour
A pre-submission conference will be held on Thursday, September 5, 2019 at 4:00pm at 125 Worth Street, 2nd Floor Auditorium, New York, NY 10013. Please RSVP for the Pre-Submission Conference. HPD stongly recommends that interested respondents attend the pre-submission conference to ask questions and receive answers in person.

Additionally, HPD recommends interested respondents attend the tour of the existing Multi-Service Center building as it will be the only opportunity to examine the physical condition of the building interior. The tour will be on Wednesday, September 11, 2019 at 10:00am at 413 East 120th Street, New York, NY 10035. Interested participants must RSVP for the Multi-Service Center Site Tour by 6:00pm on Monday, September 9, 2019.

Submission Requirements
All proposals are due in hand no later that 4:00pm on November 26, 2019. Detailed instructions are provided in the RFP.
